High speed running! Simpson 1201 is delivering a string of empty flat cars to the mill at Dayton and is running around the cars in order to shove them into the mill. Is walking speed too fast? See how much better the main line looks in this shot! You can also get a sense of just how overgrown the siding is by noting the small orange sign post just to the right of the locomotive (directly below the volcano). The sign is visible in the main line shot, but is the siding?
