This big, ugly blue thing has definitely seen better days as it leads a manifest westward through East Grand Forks. Thankfully, for the sake of the Grand Cities Artfest, what was expected to be a miserable day ended up being a pleasant one, with temps in the mid-70s and plenty of sunshine to go around.
