On the afternoon of February 29, 2020, the tranquility of high country in winter is shattered as Cumbres & Toltec Scenic Railroad steam-powered Rotary OY plows its way up the steep four percent grade of Cumbres Pass between Dalton, New Mexico, and Cresco, Colorado.
