| A Norfolk Southern crew approaches the crossing flashers which have been activated at Morris Avenue on the west side of Bloomington, Illinois, with a loaded grain train that had stalled earlier on Bloomington hill. While the train may be only running at 10mph, the motorist is still violating the law by fouling the crossing.
Note that he is looking at the approaching train.
