A tardy northbound Coast Starlight is arriving at Portland, Oregon in summer 1994. The Steel Bridge is owned by Union Pacific. The lower deck carries rail traffic, while the upper deck has a roadway and MAX light rail. The lower deck can be raised independent of the upper.
