Looks like it's passing under Arroyo Secco Parkway, approaching Dayton St Tower and the entrance to Taylor Yard

Looking at this with fresh eyes and armed with more knowledge on SP operations, this is obviously the eastbound "West Coast" and actually seems to be on the west bank side passing under the Arroyo Seco Parkway, just east of the first crossing of the LA River, adjacent to Midway Yard.
