One of the 'Final Four' is in charge of today's C28 on its way to deliver cars to Island Ave Yard. Only four Conrail painted locomotives remained on the active NS roster at this time. In early May 2013, NS 5406 was retired from the active roster as part of the SD40E capital rebuild program.
